Speaker Anglu Farrugia addressed notaries present at the European Notarial Network Conference � a full day conference treating the practical aspects of EU Succession, Matrimonial Regimes, and Registered Partnerships regulations.

The Speaker explained that individuals requiring notarial services expect and deserve efficient and effective services, and most of all a legal certainty of the acts they seek and require.

The full integration of notarial networks among EU member states can only be attained through the adoption of common legal frameworks, and the digitalisation of processes. Our common objective is to ensure that the legal and administrative services connected to the notarial profession are provided in an expeditious manner as the citizen rightly expects an efficient and effective service.

I wish to remind you about the importance of the concept of legal certainty, a general principle of international and public law, which predates European Union law. The principle of legal certainty entails that any legal act must be certain, clear and precise, its legal implications foreseeable….and must be worded so that it is clearly understandable by those [including layman] who are subjects to the law, concluded Speaker Farrugia.
